[Scons-users] how to configure scons for Visual Studio 2017 (RC)

There's a couple ways to go with win32.
Currently we requrie pywin32 on windows to build parallel.
It includes win32com.

Alternatively there's ctypes in python standard library which allows
calling pretty much any native api.
Looks like someones built a COM package on top of that which might be
usable.
