[Scons-users] how to configure scons for Visual Studio 2017 (RC)

I'm not very familiar with COM, but know roughly what it is. I didn't know
you could call into it with plain python. As long as win32com is a built in
python module, I agree this may be the way to go.

I can have a go at some plain python code to retrieve the needed
information later today, and we can take it from there.
