It's pretty much both reasons. Ward's been in subpar health for the last 15
years and suffered a heart attack in '98 just before the Summer '98 reunion
tour. The last few years or so they toured with Ward I believe they had
Ozzy's solo band drummer shadowing him in case he couldn't hack it.

Because of that experience and the fact it's several years further on and
Ward is older and in even lesser physical health, the offer to him was he'd
play part of a set with the other drummer filling in the rest of the show
and Ward would take an obvious major cut in pay because he wouldn't be doing
a full set. Also, tour insurance for Ward was probably astronomical if they
could even insure him at all.
