Erm...A war criminal is a person who breaks the rules and conventions of war. Hence 'war' and 'criminal'. Dressing in enemy uniforms is a war crime. Failure to treat enemy wounded is a war crime. Not feeding prisoners is a war crime. The list goes on, but the point stands: 'atrocities on a mass scale' is not the only category of war crime.
