日本を代表する二人の女性による座談会に参加しませんか? 辻村教授は日本の国立
大学法学部初めての女性憲法学教授です。彼女の書いた憲法の教科書などは多くの
司法試験受験生が学ぶ所です。過去5年間は、COEのリーダーとして日本の男女共同
参画問題の研究に携わり、女性の権利、社会への貢献、参入をアカデミックな立場
から議論されます。
一方、皆さんご存知の岸本前パロアルト市長は慶応大学/スタンフォード大学
(MBA)をでた後、20年に亘る日米間の技術コンサルタントの経験と、21世紀に
入って拘り始めた政治の世界での経験を、市議会議員、市長の経験を基に政治の立
場から女性の立場、権利、責任に関して議論されます。

Bio of the Participating Panelists:
Miyoko Tsujimura is Professor of Constitutional Law at Tohoku University in
Japan,and Director of the Gender Law and Policy Center at Tohoku
University. Formerly, she was Professor of Constitutional Law and
Comparative Constitutional Law at Seijo University in Tokyo.
She was in France in 1990-1991 and 1999, 2002-2004, as Visiting Researcher
at University of Paris and as Visiting Professor at Institute de Droit
Comparee de I Universite de Paris respectively.
She serves on a number of law associations, including as Vice President for
the Japanese Association of Gender and Law. She holds PhD in Law from
Hitotsubashi University, Tokyo, Japan.
Yoriko Kishimoto has served in public office since 2001. She was the Mayor
of Palo Alto in 2007 and currently serves on the Palo Alto City Council and
the Board of Directors for two regional governing bodies, Valley
Transportation Authority and Bay Area Air Quality Management District.
She was born in Japan, went to college at Wesleyan University and earned her
MBA degree at Stanford University. Her professional life includes 20 years
of running a US-Japan technology business consulting firm and co-authoring
an internationally published book on America’s future (The Third Century:
America’s Resurgence in the Asian Era, Crown Publishers,1988). Ms.
Kishimoto is married to Lee Collins and has two college-age daughters.

There are three statistics on the situation of women in Japan. First, only
9.4% are women members for the House of Representatives and this puts Japan
the 138th place in the world. Second, 96% of Japanese women adopted their
husbands’ surnames upon marriage. Third, the ratio of average wages for
men and women was 100:67 in 2006. These three figures reflect the lack of
gender equality in politics, in family, and in employment in spite of the
guarantee of gender equality in the Japanese Constitution.
In the U.S., this is commonly known as Affirmative Action. Despite the
general impression that the U.S is one of the most advanced when it comes to
empowerment of women in Society, we are still said to have “Glass Ceiling”
in politics and corporate world.
Professor Tsujimura is the very first female constitutional law scholar in
Japan and is the leading expert in the field. She will examine the paradox
of the law and the reality in Japan and compares with other developed
countries including France where she spent many years as Visiting professor.
Yoriko Kishimoto will discuss her own experience first hand in corporate
world where she spent over 20 years running a US-Japan technology consulting
firm and most recently in local politics since 2001. She will also talk
about the opportunities and challenges that drove her into politics, the
skills and experience that she took advantage of, and the vision she has for
her city, her region and the world.
