[Scons-users] parallel builds on Windows

I've never heard there was an issue, I do --jobs=N (N = number of threads
available, 16, 24, 32) every day all the time and never have had any
problems.  Win 10 Pro 64, MSVC 14.1 using x64 compiler and linker.
