Take a look at CHANGES.txt
That lists all the changes.. ;)
Generally it should be faster, have more features, and be less buggy..
4.0.0 is about to be released though.
4.0.0 drops support for py 27. So  py 3.5+ only.

Some functionality has been deprecated, but that's also listed there as
well..
