[Scons-users] Please try development build if you use SCons with MSVC

Greetings,

We've updated some of the logic for initializing MSVC.
We'd like anyone who's using SCons + MSVC to give it a try and let us know.
Note: You'll need at least Python 3.5 to run this build

You can install via:

 pip install --index-url https://test.pypi.org/simple/
scons==3.1.3.dev20200205165450

Please let us know if you have any issues with this new version.
