[Scons-users] Question over the use of powershell in env['SHELL'] or some way to force relative paths

Maybe we should consider swapping out the existing windows spawn for that..
I forget if there was any good reason not to, and also it may no longer
apply as we've dropped many old python versions since the code was written.
