[Scons-users] distributing SCons tools on pypi?

Is there a way to distribute SCons tools as pip-installable packages? I'm
working on a SCons-powered Python packaging tool. It needs to install SCons
and itself from pypi as part of executing a setup.py shim, after which
SCons takes over. Should I just set toolpath to sys.path?
