[Scons-users] Visual Studio 2013 support

There is a pull request in the patch queue (
https://bitbucket.org/scons/scons/pull-requests), but it didn't make it
into 2.3.1.  You're welcome to try it out and review it -- that would be
helpful, in fact.  It should be in the next release in any case.
