[Scons-users] Scons 2.3.1 on Python 2.4.3 won't build

I think that this was an oversight by the developers.  I noticed that 2.3.1
wasn't compatible with 2.4.X months ago, but I never submitted a bug
report.  If this was intentional, then the documentation wasn't updated
because SCons 2.3.X still shows the banner for "Python versions older than
2.7.X are deprecated."  I assume by industry convention that SCons will
move to version 3.X when they intend to make the 2.7 transition final.

I use SCons 2.3.0 with python 2.4.X and it works fine, but I may just have
gotten lucky.
