The floor version of Python was raised to Python 2.7 for SCons 2.3.0 and
code used that required Python 2.7. This means if you are using Python
prior to 2.7 you have to use a SCons prior to 2.3. Thus I think you will
have to work with SCons 2.2.0 until you are in a position to upgrade you
Python version to 2.7.
