Apparently you really need a version of SCons which fixes your problems.
So if that calls for changes in your local logic (which is probably only
likely if you are touching SCons internal API's which aren't
documented), then you'll likely have to move forward anyway.

You are on an ancient version.
2.2 is the latest.
The changes that Gary has referred to will be in the next release (yet
to be named/numbered).
