To establish where punk originated from , first one question needs to be answered.
The question is, What is punk.
Is it a haircut ? is it clothes ? is it an attitude , is it a fashion?
What is punk?
Until that question is answered, punks origins cannot be ascertained .
Due to there being no universally accepted answer to that question (What is punk), the question itself (Where did punk originate from) cannot be answered .

If you haven't watched this then let it be known the mayor of Lima put up a plaque in a particular Lima street saying that punk music started there in the '60s. So they are serious about it!

And the band sounds pretty good. I would describe their sub-genre as death-surf punk.
