"he had a cheap oil deal with Hugo Chavez"


I ve always wondered about that deal . Venezuela is an impoverished Country with many of its people living in poverty, yet we purchase cheap oil from them . London Transport received cheap oil and with the savings they gave wealthy people half price fares .
Why didn't Ken charge Londoners the full price for bus fares and then pay Venezuela the full price for petrol ?
