(Well, I have met a few Dutch people who studied in English in Britain,so you probably do have a point).

This article says interesting things about Scouse.   I've always known the accent (grew up hearing Beatles and Echo... now it's Ladytron) but never knew it had a name.    At one point the article borders on calling Liverpool a circus and also says, "When Dutch police tapped the phone of Liverpool drug baron Curtis Warren...Merseyside Police... were called in to help translate the recorded phone conversations." wtf?
