just got the 25th anniversary remaster of Script of the bridge.
in the sleeve notes:

"Paper Tigers
Another song with a violent theme that stemmed from an incident one  
afternoon at a sound check.
We'd been booked to open for a famous alternative rock band and almost  
got into a fight with them.
It's quite a paranoid lyric I suppose, but it's the kind of paranoia  
that has it's foundation in a real, violent vibe rather than an  
imagined one, you know, like being in a bar & knowing that something  
is going to kick off at any moment, but powerless to do anything but  
go with the flow"

I'm pretty sure it's Killing Joke he's referring to.
If so, who'd have thought Paper Tigers was about KJ...?
