In my opinion Depp's adaptation of Richards is purely acting. Not in looks. I can't think of a time that Richards ever looked like a pirate. Maybe the goofy things hanging from his hair and bandanas/sashes but that is about it.

That is why I think the look was brought on more by the costume department. And/or Burton.
