Well, the easy answer is public stupidity.

The long version of this story is that many people aligned with the 90's 
Democratic Clinton administration or opposed to the current Republican Bush 
administration are up in arms over several scenes which *are* in the 
preliminary cut of the movie depicting key events (which most everyone 
agrees did not happen) involving aborted chances to capture or kill Osama 
Bin Laden in the 90's which cast an unfavorable light on the Clinton 
administration.

Originally, the movie was purported to be a "docu-drama" based on fact 
(mainly, the 9/11 commision report) but since these "made-up" scenes were 
brought to light, the network airing the program has backpedaled saying some 
events were made up or changed for "dramatic purposes." being that this is 
an election year, you can bet the Republican party would use this movie to 
push their agenda that Liberals are "soft" on terrorism going back to the 
Clinton years. And of course, Democrats don't want simpleton public 
perception against them be shaped by a stupid movie. There has been talk the 
scenes have now been omitted or reshot for broadcast.

A few years back, Republican based protests were successful in getting a 
Ronald Reagan "biography movie" pulled from the major network that was going 
to air it due to some wild inaccuracies about good ol' Ronnie and the movie 
later aired on cable/satellite pay channel "Showtime."
