It certainly seems derivative, but isn't it this Mordovian guy's 
"Inhuman Rearing" piece from 1998?

I agree the XXV Gathering art style would have been nice, though. Of 
course, this is a new age for Killing Joke: they're not going to play 
any of their old material and will only play the new album live, 
remember? Ha ha ha ha ha. "Change!"
