The distinction between a leak and selective declassification will be
lost on most people.  Bush said he would like to know who leaked
classified information, and appropriate action would be taken. 
Perhaps it turns out no one in the administration "leaked", because
it's not technically a leak if the president authorized release of
information on the sly.  It will be politically harmful when people
perceive that the president makes statements that may not technically
be lies, but are nonetheless misleading.  People will see it as a form
of deception.  They already wonder just how honest and trustworthy he
is.  This feeds into a growing perception.

If the administration had been up front about wanting to counter what
Joe Wilson said, then people would see it as hardball politics.  But
Bush & co. have to be mean and sneaky about everything they do.
