I'm changing my "theory". We do read all the letters in Peter's misspelled 
example, but we can still "guess" what each word is supposed to be baed on 
context and knowing what the unscrambled word should be. Each scrambled word looks 
enough like the real word for us to tell. Dylexics (whom I teach) often read a 
word that looks and sounds similar to the real word they see. Often they can 
go back and correct their reading mistake by using context.
