I think there are different ways to word it, that's all. 
Its gotten passed on to me that people like bush takes a job like pres but  
its more a mid level position for him. His real allegiance is with the 
societies  he belongs to and their agendas. again, these societies and groups are no 
secret  and its no secret bush and other belong to them. so bush is helping to 
open  up or implement agendas for the societies- other members are in other 
factions  and do the same in their arena- education, banking,media, 
entertainment  etc. 
Its no so much some force that sits up on some hill in switzerland with  with 
big dark mansion but the octopus with tentacles analogy was a good one.
