Normally you can just remove the entire sconsign file if you think it's outdated, since it is a database of file signatures that SCons will regenerate as needed. That said, I think if SCons is looking for a target, then it's because somewhere in your SConstruct or SConscript files something has named that as a target, in which case the sconsign file is probably not the problem. You'll probably have to provide more context to get more help.
