[Scons-users] Environment.MergeFlags() modifies its arguments - bug or working as intended?

Good to hear you've been able to reproduce the issue.

I looked at exactly the code you quoted above
(https://github.com/SCons/scons/blame/master/SCons/Environment.py#L840)
and saw that
it hasn't changed in 14+ years so I wasn't sure if I was doing something wrong.

Should I open a bug for this on the Github tracker?
