[Scons-users] Improper use of directional quotes

I noticed this use of the grave accent and apostrophe characters as a way to imitate directional quotes:

scons: `.' is up to date.

It should use either identical apostrophes, or Unicode directional quotes.

Should I send a Pull Request? (If so should I use Unicode?)
