[Scons-users] Please try development build if you use SCons with MSVC

I just sync’d to current Git master, and did both an incremental and full rebuild of my project, with no issues. Looks good to me.

MSVC configuration is complicated with all the flavors and possible installed version combinations that it's always good to have real users try on their systems before we push a release if possible!

No issues for me.  Py 3.7 x64 builds running both VC++ x86 and x64 compilers.  I did a couple builds each, with SCONS_CACHE_MSVC_CONFIG turned off and on.
