[Scons-users] Specify Toolchain for Windows

use:

path = [r'C:\MinGW\x86_64-6.3.0-posix-seh-rt_v5-rev2\mingw64\bin']

You don't need unicode and in fact it could cause you some trouble
Prefixing with r = raw string and won't interpret backslashes as anything
but backslashes.
