[Scons-users] packaging scons-configure-cache.py

Hi!

SCons 2.5.0 prints the warning message "Please upgrade your cache by running scons-configure-cache.py" whenever you use an old cache (without configuration file). 

However the production packages on the download package do not contain "scons-configure-cache.py". (I checked the .tar.gz and the Redhat RPM 2.5.0-1).
I think the file should be part of all production packages.
