[Scons-users] CHANGES.txt, RELEASE.TXT, Announce.txt... do we need them all?

Greetings,

Almost finished pushing out 2.5.1 and remembering how much I hate having 3
files to maintain with basically subsets of the same info.

Could the user base live with just CHANGES.txt ?
