[Scons-users] Re - scons runs biber every time pdflatex compiles

Hi,

As the person who added support for biber I agree with your sentiments
below. The intent was that on a clean set of files that biber be run until
the files it depends on stop changing. Therefore when you rebuild the
document it should only be run when there are changes that affect the
input files for biber. This was done around scons v2.1. In the last
several years that information may have changed or I may never have gotten
it correct in the first place.

I will try to take a look when I get some time.
