I think Parts needs to document any of these items that do work... I don’t believe anything here is documented.

Sorry for hijacking your thread, but most of the stuff you're talking here, especially prefixes, bindir and such, are already implemented in Parts (parts.tigris.org<http://parts.tigris.org>).
Did you look there?

There also was a thread about a year ago (2014, 09 may) on scons-dev
(search for title "prefix, bindir, datadir, libdir, etc.").
