Please check the UserGuide, in the appendices you can find a description 
of the Package() method, with an example for how to package an RPM.

We do have the ToolsIndex ( http://scons.org/wiki/ToolsIndex ), which 
lists Tools and Builders that get developed independent of the core 
sources. Users can simply download (=clone) the Builders (=plugins) they 
need.
