I suspect there may be the hint of an inconsistency within SCons here.
In some places SCons checks to see if a value is a list or a string and
if a string splits it before use, whereas in other cases it does not. In
the tools themselves there is an assumption of a list being used. Often
I have found that on Linux it all just works despite the inconsistency,
whereas on OSX it matters a lot. I have no experience of Windows as I
never been a Windows user. <self-satisfied-smug-grin/>
