[Scons-users] Implicit dependency file search

Greetings SCons users! I seem to have a bit of a quandry: I can't seem
to get SCons to find my headers for dependency tracking. I've tried
reproducing a minimal test case (attached), which seems to work with
SCons 2.0.0 and 2.1.0, but not 2.2.0 or 2.3.0. Using --warning=all, I
can see that it doesn't find hello.h. What am I doing wrong?
