Yup!  That's how I found out about issue #2821:

RELEASE.txt:
    - Fix cloning of builders when cloning environment (#2821).

CHANGES.txt:
    2.2.0
       - Fix cloning of builders when cloning environment (#2821).

I can't find any hints about needing to adjust old Builders for 2.2.0.

I've also confirmed that our build is fine with SCons 2.1.0.

(BTW I'm also upgrading to Python 2.7.3, but Scons-2.1.0 + Python-2.7.3 is fine.)
