I've been listening to Outside The Gate over the past 24 hours.
I can see why I was so disappointed at the time (which was combined with a nagging sense that KJ had been heading in this direction).  The lyrics are awful, although tbh I think KJ lyrics went downhill from the point when they started being paragraph-style as opposed to brief & cryptic.  There's too much musical fluff.  And so on... you know the items on the charge, and they are lenghty.
But... there are some good bits.  Good songs fighting to get out.
In particular, I've always liked Tiahuanaco.  Ever since I first heard it, 34 years ago, I've had an image of Killing Joke performing it.  The final section, starting at about 2'20", is particularly vivid.
Jaz is standing on stage, full of pent-up energy, single streaks of paint on each cheek.  Geordie is in a trance, cranking out the guitar.  There's a circular riff that drives the rest of the song.  Sparse and powerful drums punctuate it.  Jaz is doing that thing where his fore-arm is going round in a circle, and the rest of him is almost still, but looking like he's about to explode.  His other arm reaches up, and he grips the air, pulls down, grimacing...
and I remember - yeah
the violation
determination came
determination yeah
determination came
determination yeah!
