Just looking at the list of medal-holders. Apparently two years after Jaz got his, my favourite French singer was offered the same award but refused, but it's awarded by the President, Sarkozy at the time, whom he despised.

He's not remotely punk-y, but that sounds more like an iconoclastic Killing Joke-type thing to do. But then, Jaz wasn't getting the award for Killing Joke:)
