No; it's Harry Langdon from the 1926 silent film "The Strong Man," directed by Frank Capra.
"Bum's Rush" has just been referred to (incorrectly) for so long as the "Laurel & Hardy" cover that I just stuck with it to avoid confusion. Do you think people would know what I meant if I said "the Harry Langdon" cover?
