Yes, most dvd-rom drives in desktop PC's or laptop drives firmware only allow
region changing of up to 5 times, with it being 'locked' to the region you set
after the 5th time.

This can be circumvented via software means.

As far as DVD Players, there are many region free capable players, some unlocked
via hidden menu inputs through the normal remote, others through 'special'
service remotes, although these service remotes codes can usually be replicated
with programmable remotes such as Pronto, OneForAll (UEI in USA), Logitech
Harmony etc etc.

With regard to PAL/NTSC the majority of modern LCD sets do not have any problem
with the differences in clock cycles like old CRT sets did and will quite
happily operate at 50 HZ (PAL) or 60 HZ (NTSC) and are multisystem, some
advertise the facility, others do not...although that is not an indication they
they are not.
