Did anyone see that awful story about the 3 year old in China who was run over, and left by successive passers by? I know that’s not the only place in the world where that could happen of course.

China in the early years of socialism (1950s-60s). Disease and illiteracy largely wiped out, and participatory democracy
where any party leader could be recalled by the village residents (whether or not they were in the Communist Party).
