Back in the day or in the 90s or now. By the 90s disharge stink pretty bad. 2nd rate metal and only Cal (singer) was in it. Now they have returned to their "roots" (tired of hearing that from old bands when they discover no one likes their new direction) with original members (or I guess important ones if you're really counting) and Rat from Varukers replacing Cal. Is it good?  It's a hell of lot better then their 90s crap but it's not life shattering. Tezz may be back out but he may be back in. I think he had a kid and took some time off. 
The style is called d-beat and sometimes referred to not as music but an assault. Short fast. And little wanky doodle guitar and minimal lyrics. What makes it d-beat is the drumming style, the lyrics (or lack thereof) and the guitar style. Bass is basically 4 string guitar  You either love or don't.

Ah yes what time that was, the Extremities LP & gig at Astoria.  Even the moments of madness in my life at that time are remembered with fondness & nostalgia to an extent.  And glad to see that some things not changed: weird links part 1 are seeing Wire in couple of weeks = just before Extremities I heard Wire LP On Returning which introduced me to amazing earlier stuff of theirs.  Also may see Lemmy film next week, in 1991 saw Motorhaed around this time.  Also seeing Discharge in few weeks & also remember some geek in Discharge t-shirt trying to mess around with my drinking at Astoria.  Must get the Twin Peaks box set soon as well hopefully will just as amazing as was 20 years ago.  Time stands still in the woods!!
