Or there's the possibility that you want to pay tribute to the bands who influenced you. It doesn't justify naff covers, but it does happen.

It doesn't suck because "it's not Killing Joke". It, and the other Swedish band thy I feared was the crabcore band, is devoid of anything original. There are several reasons why you would do a cover. 


1.  You are short on material
2.  Obscure song and/or band that would make you look cool if you cover it. 
3.  You have an interseting slant/angle to it that makes it stylistic to that particular band covering said song. Irony can even play into this. 


That's about it.
