Not so sure about that; I'm the first person to return tickets (for a full refund, of course) as soon as a tour is cancelled. I'm sure lotsa others do too.

I reckon that the reason is that they get free publicity.
Tour announced: People buy tickets
Tour cancelled: Publicity for tour and people keep tickets.
New tour dates announced : Publicity and more people buy tickets .
