Rain in Vegas brings its own set of problems, so I understand his feelings. However, speaking as a native, I never minded it. 
And it's still hitting us here in S.D., too.

  My brother (in Vegas) hates it; sometimes he calls me to see how bad the bad storms really are before they get to him there. Not htat it helps, i don't think, but hey..
