Offhand it looks like there may be an inverse relationship with the most 
militarized/most-military-spending nations, seeing as how USA, RUS, TKY, etc. 
are all consistently at the bottom of that list.

On a tangent, the U.S. Army slogan has 
(IMO) shown this trend also: 

1971  Today's Army Wants to Join You
1980  Be All You Can Be 
2001  Army of One 
2006  Army Strong, pronounced, "Army..strong....."
