*Sigh ...* I think so, unfortunately. There has been a lot of opposition, but some dodgy local committee has given them the OK to expand. Whether or not they do remains yet to be seen.

  And no, can't say I'm much of a conspiracy theorist -- in my neck of the woods, we have far too many of those, and they are not productive.
