It looks pathetic - unless it's a hoax.  Seems verging on all sorts of possible identity theft, privacy 
rights and 1st amendment rights violations. 
No doubt the NSA/CIA came up with it to fool Fidel Castro or sumthin': "Hi, Fidel? yeah, this is..."
