  Bush has "street smarts" in that he got into the position of President with a wink and a smile, as well as excellent connections.  He lacks intellectual ability, which has been shown throughout his entire life.  One can find his 8th grade essay on the death of his sister online and be the judge ("I was lacrimating").  Or his statement that he didn't like Philosophy because of the "big books".
